Six service lines. One delivery team.
An integrated practice — advisory and delivery as one team — for federal missions and growing enterprises. We don't hand strategy off to someone else to execute. The team that designs the work delivers it.
Capabilities that work as one.
Six interlocking service lines, engineered to operate as a single team — so strategy, technology, and operational delivery never have to be reassembled by the client.

Strategy that survives implementation.
We start with the mission, not the methodology — aligning leadership on priorities and outcomes before the operating-model design, change, and PMO discipline that follow.
- Operating Model Design
- Change Enablement
- Enterprise PMO

Operations that hold up under audit.
Federal IT delivery from 24/7 helpdesk through enterprise modernization — run against FISMA, FedRAMP, and Section 508 standards, configured at engagement start, not retrofitted at audit.
- Service Desk & Operations
- Cloud & Modernization
- Cybersecurity & Compliance

Decisions, defended by data.
Dashboards, integrations, predictive models, and ML built around how decisions actually get made — delivered under our Responsible AI Statement and aligned to the NIST AI RMF.
- Dashboards & Reporting
- Predictive Modeling
- ML Data Labeling

Federal compliance, OEM scale.
Pre-cleared software resale, procurement enablement, and lifecycle management — extending Boomi, Appian, OpenText, and DataDog into federal-grade delivery, procurement-ready from day one.
- Pre-Cleared COTS & SaaS
- Procurement Enablement
- Lifecycle Management

Procurement built for federal cadence.
End-to-end support across acquisition strategy, SOW development, grants management, and proposal capture — grounded in live FAR / DFARS practice and our GSA Schedule.
- SOW & Requirements
- Grants Management
- Proposal Capture

Numbers that hold up to scrutiny.
Budget formulation, cost estimation, internal controls, forensic support, and M&A advisory grounded in federal accounting standards — with DCAA-compliant timekeeping throughout.
- Budget & Cost Analysis
- Internal Controls
- M&A Advisory
Advisory and delivery, folded into one firm.
The team that designs the strategy is the team that ships it — so nothing gets lost in the handoff between who planned the work and who delivers it.
Built for mission-critical buyers.

How FCI works.
The conversations we have most often with federal contracting officers, agency program leads, and commercial buyers.
What is FCI's pricing model?
FCI prices engagements three ways, calibrated to the procurement vehicle and the program's risk profile.
- Fixed-Price engagements — when scope, deliverables, and acceptance criteria are well-defined at award. Milestone-based invoicing aligned to deliverable acceptance.
- Time-and-Materials / Labor-Hour — when work is open-ended or volume-driven. Rates are pre-negotiated and published under our GSA Schedule (SIN 541611).
- VAR & platform engagements — licensing pass-through plus implementation services, priced as a software-plus-services bundle.
Discounting follows a published policy. No opaque fees, no change-order surprises, no time-tracking discrepancies — DCAA-compliant timekeeping is configured at engagement start.
How does FCI partner with OEMs to deliver implementations?
FCI is an OEM-aligned delivery partner across Boomi (iPaaS & API management), Appian (low-code & process automation), OpenText (information management), and DataDog (observability).
The model is simple: the OEM provides the platform; FCI provides the federal context — the FAR / DFARS-compliant procurement path, the compliance-aligned implementation, and the value-management discipline that keeps platforms healthy past go-live. Clients buy software on the OEM's terms and implementation on FCI's GSA Schedule, with FCI named as delivery partner of record.
What's FCI's specialty-discipline partner network?
Headquartered in McLean, Virginia — inside the Capital Beltway, FCI sits at the center of the federal contractor ecosystem. Beyond our OEM platform partners, we operate a deep network across:
- Mission-specific specialty firms — for disciplines outside our core lines (geospatial, environmental engineering, scientific computing, defense systems).
- Small-business teaming partners — for set-aside pursuits requiring SDVOSB, 8(a), HUBZone, or WOSB participation.
- Industry primes — where FCI serves as a value-management or program-execution subcontractor under a larger integrator's prime.
- Academic & research partners — including university partnerships in the National Capital Region.
We build partnerships in advance against the capture pipeline — so when an RFP releases, we can stand up a compliant team within 48 hours.
What's FCI's core strength in program delivery?
One team across strategy and execution. We don't hand recommendations to a separate delivery group — the same team that designs the operating model implements it. The result is shorter time-to-value and tighter accountability across the lifecycle.
The proof is in the cadence: across our federal engagements, FCI maintains a strong on-time deliverable record, measured against PWS task areas. Quality reviews are rated met or exceeded each cycle and externally validated under our ISO 9001 program.
How does FCI handle scope changes and evolving priorities?
Our delivery model is built around SAFe Lean-Agile cadence: adaptive planning, PI-planning checkpoints, surge capacity, and governance that catches scope drift before it becomes a contract modification.
- Backlog refinement happens continuously, not at contract boundaries.
- Surge capacity is built into team structures through our partner network.
- Change control follows documented governance with traceability — flagged early, supported with cost / schedule / risk analysis.
What does an FCI engagement team look like?
Multidisciplinary by design, and staffed across four roles:
- Engagement lead — accountable for delivery and the primary client point of contact, named in the proposal through closeout.
- Discipline leads — capability-specific senior practitioners who lead the technical work.
- Delivery team — program managers, architects, Scrum Masters, analysts, and writers, sized to the work.
- Governance overlay — Contracts & Counsel and Value Management, reviewing at start, mid-program, and closeout.
Key personnel are named in proposals and contractually accountable. We don't bait-and-switch staff between proposal and award.
