Our Code of Conduct.

Seven principles define who we are and how we work — with our clients, with the government, with our communities, and with one another. This is the standard we hold ourselves to on every engagement.

A message from our founder

FCI was built on a simple promise: turn ambitious strategy into delivered outcomes — and stay long enough to prove they work.

Keeping that promise depends on trust. Federal missions carry a higher bar than almost any work in the private sector: continuity, accountability, and the scrutiny of regulators, inspectors general, and Congress. We earn the right to do this work by holding ourselves to a standard that doesn't bend when it's inconvenient.

This Code sets that standard. It establishes the principles that guide how we live our purpose every day — from acting with integrity to partnering responsibly with our clients, to doing the right thing in everything we touch in government. It applies to every person at FCI, and we expect the partners, advisers, and suppliers who work with us to hold the same line.

Read it. Live it. And if you ever see something that doesn't match it, say something — speaking up is not optional, it's part of the job. I'm confident that with these principles guiding us, there is no mission we can't take on.

Principle 01

We are grounded in our purpose and values

FCI exists to turn ambitious strategy into delivered outcomes for the missions that matter — and to stay long enough to prove they work. Everything in this Code follows from that purpose.

  • Mission first. We serve the public mission, not just the contract line item.
  • One team. Strategy and delivery never hand off to someone else — we own the work end to end.
  • Integrity over expedience. When the easy path and the right path diverge, we take the right one.
  • Accountability. We own outcomes, and we make every decision defensible under scrutiny.
Principle 02

We build trust through integrity

Trust is the currency of federal work. We earn it by being honest, by doing what we say, and by complying with every law and regulation that governs our clients and our firm — no matter how the wind is blowing.

  • We comply with all applicable laws, the Federal Acquisition Regulation (FAR), and agency rules — without exception.
  • We are truthful in everything we represent to clients, partners, and the government.
  • We deliver work that holds up to audit and oversight, the day it ships and years later.
  • We cooperate fully and honestly with any review or investigation.
Principle 03

We partner with our clients responsibly

Our clients trust us with their most sensitive missions and data. We protect that trust at every step of every engagement.

  • Protect confidentiality. Client information is never shared, used, or removed improperly — we work on a need-to-know basis.
  • Safeguard data. We meet our clients' security and privacy requirements, and we keep data no longer than the mission requires.
  • Avoid conflicts of interest. We identify and manage organizational and personal conflicts before they become a problem.
  • Use AI responsibly. Bias review, human-in-the-loop governance, and explainability are delivered with the model — not bolted on after.

In everyday moments

  • Apply a "need to know" standard before sharing client information.
  • Never move client data to a personal account, device, or unapproved tool.
  • Raise a potential conflict the moment you see it — don't wait to be asked.
Principle 04

We do the right thing in government

Working with the federal government carries a higher bar. We hold ourselves to both the letter and the spirit of the rules that govern public contracting.

  • We never offer or accept bribes, kickbacks, or improper gifts or gratuities.
  • We honor procurement integrity rules — no improper access to source-selection or proprietary information.
  • We bill accurately and never mischarge labor, time, or costs.
  • We interact properly with government officials and follow gift, lobbying, and post-employment rules.
  • We abide by trade controls and sanctions, and we compete fairly, on the merits.
  • We keep complete and accurate records of our work.

In everyday moments

  • When in doubt about a gift, a meal, or a meeting — stop and ask before you act.
  • If you receive information you shouldn't have, don't use it. Report it.
  • Charge your time to the work you actually did, to the penny.
Principle 05

We respect one another

Our people are the firm. We build an environment where everyone can do their best work and is treated with dignity.

  • Equal opportunity. We maintain an inclusive, respectful meritocracy and provide equal opportunity to all.
  • We never tolerate harassment, discrimination, intimidation, or retaliation.
  • We communicate with candor and respect — directness is not an excuse for disrespect.
  • We keep our workplaces and our engagements safe and healthy.
Principle 06

We are conscious of our impact

The work we do reaches beyond any single engagement. We are deliberate about the impact we have on communities, the environment, and the technology we put into the world.

  • We support the communities and the public missions we serve.
  • We act as responsible stewards of the environment in how we operate.
  • We build and deploy technology — including AI — that is safe, fair, and accountable.

Principle 07

We have a duty to speak up

If you see something that conflicts with this Code, the law, or our policies, you have a duty to raise it. Speaking up protects our clients, our colleagues, and our firm.

  • Anyone — a colleague, partner, client, or member of the public — can raise a concern.
  • Reports are taken seriously, reviewed thoroughly, and handled with discretion.
  • We do not tolerate retaliation against anyone who raises a concern in good faith.

Speak up

Got a concern? We want to hear it.

Raising a concern takes courage — and it makes us better. Reach us in confidence through any channel below. We review every report thoroughly, and we protect everyone who speaks up in good faith from retaliation.

For urgent safety or security matters affecting a federal system, follow your agency's incident-reporting procedures first, then notify us.
