1. Purpose
FCI Advisory hires, promotes, and partners on the basis of merit, qualifications, and the work. This statement documents our commitment to equal employment opportunity, an accessible and respectful workplace, and an open, competitive supplier base — consistent with federal law and the standards expected of a federal contractor.
2. Scope
This statement applies to FCI's hiring, promotion, compensation, supplier-selection, and subcontracting practices, and to every employee, contractor, and partner working under FCI's name.

- Mentorship and continuing education — paired mentorship for junior staff and support for credentials relevant to federal practice (PMP, Scrum, SAFe, ITIL, AICPA, and similar).
6. Small Business & Supplier Engagement
As a federal contractor, FCI maintains an open, competitive supplier base and supports the federal small-business goals built into our contracts.
- Outreach to small businesses across the federal socioeconomic categories — small business, women-owned, veteran-owned, service-disabled veteran-owned, and HUBZone (SB / WOSB / VOSB / SDVOSB / HUBZone).
- Subcontracting plans on applicable federal contracts include measurable small-business participation goals, tracked and reported per FAR Subpart 19.7.
- Virginia SWaM participation maintained per Commonwealth of Virginia Small, Women-owned, and Minority-owned business program requirements.
- Mentor-Protégé relationships considered where they advance both small-business growth and program delivery.
7. Compliance with Federal Requirements
FCI complies with all applicable federal employment, equal-opportunity, and contracting regulations, including but not limited to:
- Title VII of the Civil Rights Act of 1964
- Americans with Disabilities Act (ADA) and the ADA Amendments Act
- Age Discrimination in Employment Act (ADEA)

8. Governance & Review
- The VP, Human Capital owns this statement and reports equal-opportunity and small-business compliance to firm leadership in the annual management review.
- Any reported violation is investigated promptly and tracked through closure with documented corrective action.
- This statement is reviewed annually, or upon a material change to a controlling federal authority — whichever comes first.
